Singapore – Ministry of Manpower (MOM) Online Application Submission Required – Beginning June 1, 2015

What has changed

Beginning June 1, 2015, applications for most work pass types must be submitted online to the Ministry of Manpower via the Work Permit Online (WPOL)/ Employment Pass Online (EPOL).

Prior to the forthcoming change, applications could be submitted through the EPOL website or submitted manually.

  • All organizations and employee that file applications for Work Passes in Singapore

The Ministry of Manpower (MOM) will no longer accept manual applications for most pass types. Starting June 1, 2015, the MOM will only accept manual applications for the following pass types:

  • Entrepass
  • Personalized Employment Pass (PEP)
  • Employment Pass (EP) with Third Party Sponsorship
  • DP/LTVP of PEP, Entrepass and Sponsorship pass holder
  • Miscellaneous Work Pass

For pass types not listed above, online submission will be required via WPOL/ EPOL. As a result, businesses are likely to be affected in two areas:

  1. Organizations submitting an S Pass / EP application to the MOM for the first time may experience a delay in processing time, as the MOM may need to request additional corporate documents to consider the application. Previously the documents could be provided manually at the same time as submission of the S Pass / EP applications.
  2. This change may also require more involvement from the organization’s EPOL users, due to removing the option to file the application manually and allowing only those registered on the portal to draft and file applications online.

Planning ahead

  • All organizations who file for Work Passes should be aware of this change, so they do not file applications manually or incorrectly advise their employees to do so.
  • Companies should ensure that their employing entities in Singapore have registered for a Work Pass Account. Those who already have a Work Pass Account should ensure that there are registered users on the system to enable drafting and filing of applications online.
