Romania – Work Authorization Quota for 2017 Exhausted

What is changing?

As of November 15, 2017, the quota set by the Romanian government for work authorizations for foreign expats for 2017 has been exhausted. All 5,500 work authorizations for 2017 have been issued; no new applications may be submitted until the quota for 2018 has been set.

Who will be affected?

  • Clients who intend to send employees into Romania for local hire or secundment

What to Expect

New applications for work authorizations for Romania cannot be submitted until the quota for 2018 has been set by Romanian Government. Expats moving into Romania next year may experience a delay in approval of work authorization.

The quota for 2017 was set on January 30th, 2017. The various types and numbers of work authorizations granted to foreigners in 2017 were:

  • 3,000 work authorizations for permanent workers
  • 700 work authorizations for seconded workers
  • 700 work authorizations for ICT workers
  • 500 work authorizations for highly skilled workers
  • 400 work authorizations for seasonal workers
  • 100 work authorizations for trainees
  • 100 work authorizations for cross-border workers
